Quality Control & Reporting Specialist

Job Duties:

Under the direction of the Weatherization Quality Control Manager, the Quality Control & Reporting Specialist is responsible for ensuring Weatherization program compliance, quality assurance, and accurate reporting of all program activities. This position supports program performance by maintaining data integrity, completing required state and federal reporting (including HE+ and WisWAP), and assisting with operational improvements. This position will work with all locations under the Partners service area.

Quality Control & Compliance

  • Monitor contractual requirements, program rules, regulations, and documentation for Weatherization programs.
  • Stay current on all updates to Weatherization policies, energy auditing standards, and reporting requirements; assist with implementation across the program.
  • Read, interpret, and ensure compliance with the Weatherization Manual and Field Guide.
  • Review all in-house and contracted energy audits prior to production to ensure:
    o Accurate building modeling using approved software (e.g., NEAT)
    o Completion of required diagnostic testing
    o Work orders align with audit findings and program requirements
  • Assist in the implementation and continuous improvement of the Quality Control Program, including:
    o Post-completion site visits
    o File reviews for administrative compliance
    o Evaluation of audit accuracy and fieldwork quality
    o Final inspection completeness and customer satisfaction
  • Update and maintain audit tracking spreadsheet. Ensure all Audit data is accurately input into the spreadsheet on a daily basis. Work with Quality Control Manager to ensure all post completion data is input into the spreadsheet monthly.

Reporting & Data Management

  • Prepare and submit all required monthly, quarterly, and annual reports to state, federal, and internal stakeholders in a timely and accurate manner.
  • Manage reporting through HE+ and WisWAP systems, as well as other electronic and hard copy submissions.
  • Maintain and update audit tracking systems and spreadsheets, ensuring data accuracy and daily input of audit activity.
  • Monitor project completions, production goals, and program performance metrics.
  • Ensure accurate job costing, reporting, and alignment with program goals and budgets.
  • Maintain detailed records of program funding, expenditures, and project-level financial tracking.
  • Assist with identifying trends, discrepancies, and opportunities for program improvement through data analysis.

Program Operations & Support

  • Support cost-sharing initiatives and operational efficiencies across programs.
  • Organize and distribute updated audit tools, workbooks, calculators, and documentation to staff. Includes using pre-audit information to build files for audits and tracking lead and asbestos testing results.
  • Generate and distribute monthly client guidebooks and program communications.
  • Complete energy audits and final inspections as assigned and as workload permits.

General Duties

  • Maintain confidentiality and ensure proper handling of sensitive client and program data.
  • Provide excellent customer service when interacting with clients and stakeholders.
  • Travel as required to locations and job sites within Partners’ service area.
  • Participate in required trainings and seminars.
  • Foster positive working relationships with peers, supervisors, contractors, and program partners to support a collaborative work environment.

    Qualifications & Requirements:

      • Required: Educational and/or professional experience in the areas of residential/commercial construction, home inspection, or other related building trade.
      • Required: Experience in use of industry specific tools, diagnostic equipment, software/energy modeling programs and online databases.
      • Preferred: Building Performance Institute Energy Auditor and Quality Control Inspector credentials.
      • Energy Auditor certifications and experience.
      • Computer knowledge and experience/familiarity with the Microsoft Office suite.
      • Capacity and willingness to obtain Licenses and Certifications in the Home Improvement, Home Rehabilitation, Weatherization and Home Performance Professional field.
      • Ability to work in demanding environments and with people of diverse personalities.
      • Ability to sit, stand, or walk for extended periods of time. Ability to climb a ladder, enter attics and crawlspaces, and lift up to 50 lbs.
      • Ability to provide excellent customer service. Good verbal and written communication skills.
      • Ability to drive Partners’ company vehicles. Holds a valid Wisconsin Driver’s License, Auto Insurance, preferably with a good driving record.
      • Able and willing to supervise and train unskilled and skilled personnel under their supervision.

        Job Duties:

        We are seeking an Intake Manager to oversee the intake and eligibility process for the Wisconsin Home Energy Assistance Program (WHEAP), Weatherization Assistance Program, and related housing services across assigned counties. This role combines program management, staff leadership, process improvement, and community engagement to ensure high-quality, compliant, and accessible services for clients.

        Program Oversight & Administration

        • Oversee all intake and application processes across programs
        • Ensure compliance with federal and state regulations
        • Develop and improve internal policies, procedures, and standard practices
        • Prepare for and support audits, monitoring, and evaluations
        • Assist with budget tracking and program expenditures
        • Serve as a backup liaison with funding and regulatory agencies

        Staff Leadership & Development

            Job Duties:

            We are seeking a detail-oriented and highly organized Accountant to support our Finance team. This role will work closely with the Accountant II and Chief Financial Officer (CFO) to manage core accounting functions including payroll, accounts payable, and accounts receivable.
